3 Part Approach to a
New Library
  • Why a new library?

What is the rational behind the construction of a new library?

  • Part One: Services

The first part of planning for the new library was to create a list of services the library was to provide and create a strategic plan based on those services.

  • Part Two: Building and Costs

Once the strategic plan was in place the plan for the building was developed, costs estimates were obtained and a CIP proposal was submitted to the Waterboro Board of Selectmen.

  • Part Three: Funding

The final stage for the library project is to secure funding for construction. Funding will come from a variety of sources including grants, private donations and municipal funds and the FOWPL have been sucessful in securing some financial support as well as an idea of the tax impact.

The New waterboro public library & Community Center

a new library, an engaged community

To the residents of Waterboro:

This is a very difficult economic environment to imagine building a new library in Waterboro. As the proposed library works its way through the Capital Improvement Plan process, it is important that you know that the Friends of the Waterboro Public Library are very aware of that reality. In this context, we will hold the vision of building a new library in Waterboro. We will continue to educate the public about the proposed library building, the services it will provide and the benefits it will bring. We remain eager to listen to people regarding their concerns, suggestions and hopes. We are happy to meet with any group of people interested in learning more about what is being proposed. We will continue to seek grants and other substantial donations. We will seek to raise other monies in ways that are sensitive to the situation of many people.

Although the pathway is unclear, I remain committed to and optimistic about building a new library in Waterboro.

President,

The Proposal: An Introduction

The project is composed of three interdependent parts and there is a dynamic interaction between these parts. The first part is the services that the library will provide to the people of Waterboro. The second part is the library building that was designed in light of those services and the cost of that building. The third part is providing the money, private and municipal, to pay for the new building.

When we alter one aspect of this triangle, we need to look at implications for the other two. If we increase or decrease the size of the building, we will impact the services we can provide and the amount of money we need to raise. The building can be too big so we can't afford it; or the building can be too small so we can't provide the services. If we look at one piece in isolation we will be off the mark. A comprehensive proposal t with complete cost estimates will be presented to the people of Waterboro in the fall of 2008 through informational meetings and the Capital Improvement Plan process.
